I would get a plate and call the police anyway. You are a female so the cops wont think you are crazy. Just say you are concerned about this car driving around the neighborhood and it looks fishy. This way if something does happen you reported it in advice.

yup, and he might be in the system, and may have a warrant for his arrest. or perhaps has a restraining order on him for someone else.
