She's under arrest too but the video doesn't show that or what happened before he punched her.

I imagine backup was requested, the guy was getting up and walking off though, that's why the cop was ordering him on the ground and tried to put him there, probably until backup arrived

The cop did good. You're not supposed to put your hands on a police officer. Granted, it was in the heat of the moment, but the police officer is defending himself and trying to maintain order/make an arrest.

Backup was already there if you look at the clip at a slower rate or periodically stop it. Look at the top left corner and there's LEOs dealing with someone on the ground; another one enters top right moving to the left toward the crowd. No doubt a lawsuit is on the way and there will be lots of discussion in the "court of public opinion". He definitely took decisive action against a woman several inches taller than him, but even with video there's gonna be subjective opinion and differing stories about what was being said and done. Just glad it's not my job to figure it out....
