It was Ron White, unless someone stole his joke (or he stole it from somone else). He used to perform with Jeff Foxworthy, Bill Engvall, and Larry the Cable Guy as part of the Blue Collar Comedy tour. He also had a good one about hurricane preparation: There was some guy who tied himself to a tree to prove that he was in good enough shape to withstand the wind and rain of a hurricane. However, its not that the wind is blowin'. Its what the wind is blowin'. If you get hit with a Volvo, it don't matter how man sit-ups you did that mornin'
