Because its not. Most people looking for those types of cars are looking to save on gas. Sure there are plenty like you listed that want it for other reasons, but they are in the minority. Why are you so confused here? This is a thread about Volt sales. The Volt isn't selling well, so why would you not expect people to discuss why it is not selling well?
Here's my problem with the money saving argument:
Anyone that is looking to save money should never buy new in the first place, regardless of how much the car costs or how much fuel it uses. Its a slightly different story when its crunching numbers between direct competitors, but there aren't any cars like the Volt at its price point so that doesn't really apply.

As for the Volt not selling well ...

Selling that many niche vehicles is actually pretty impressive. 2500 in a month would put it close to normal levels for Corvette sales (currently, the Volt outsells the 'Vette by about 2 to 1). Its a similar volume to the new Buick Regal. Or ... the entire Suzuki (or Porsche) lineup.

It should, since hybrids are inherently better than EVs. And the Volt is a kickass hybrid.

I've noticed quite a few of them with official state plates on them.

I'm guessing we're ALL buying them for "public service."
