You're going to need to narrow things down a bit.

You can get a Cobalt SS for under 10k, you can get a base for half that. A GTO is possible if you stretch your limit a bit and find a really good deal. Other GM options are 4th gen Camaros/Firebirds, Grand Am/G6's (and their corporate cousins). If you don't mind having something a bit bigger, Monte Carlos and Grand Prixs are an option too, if you are willing to go back to ~2003-2006.

Dodge has a number of options too, and there are countless imports that probably fit what you want.

If you can find one locally to inspect it first, maybe you could get a 2nd-gen Camaro. You sure as heck would stand out with a classic, and $10,000 for them is realistic, especially the later years.
