Working in property management (maintenance specifically).... I am qualified to say the following....

Most people that live in apartments have NO FRIGGIN CLUE about anything inside their apartment. (no offense to apartment dwellers here on C5)

Just yesterday I went to a lady's apartment for a clogged toilet (Oh no, NO ONE owns a gawd damn plunger)... And as we went into the bathroom, she proceed to flush the toilet, even though the water was already full, to the top... I yelled "NO!!! dont FLUSH it again!!" and then plunged the toilet as fast as possible, as it overflowed onto the floor.
It flushed, she freaked out, saying "Now I have to wash everything". I said "Yes YOU do need to wash everything", as I walked out the door.

Just call the management and complain of a LEAK in the apartment next door. That will get their attention. I promise!

Long as you have some reasonable knowledge about them, don't wanna get mixed up into anyone with gangs, drugs or emotional problems finding out you called on them.

Easy for you in a sense to say that, you wouldn't be living right next to them, your Camaro parked where they know where it is 24/7 and so on....

Lots of loonies out there.

One morning I went out on my deck and saw a good amount of water running under the fence and into my back yard. It was very wet back there but it had not rained in several days. I peek over the fence and see where the hottie next door must have put the garden hose into the kiddy pool to fill it and forgot to shut it off. It had been overflowing all night long. I go knock at the house and when she answers the door all I said was "I think the pool is full now". She didn't say a word as she closed the door but the look on her face was priceless.

Actually I'm having second thoughts about the baseball bat idea, I kinda find the sounds of CONSTANT babbling brooks quiet soothing. Turns out the person wasn't even home so I called the property management, appears they fixed the valve.

If it's as loud as you say it is, you may have to learn sign language to explain the problem to your neighbor.
