Someone probably complained...we get that in my neighborhood all the time..and the officer always explains that they stop us because some one has made a complaint...never tickets us loud cars but asks us to try to keep it down...

Make your exhaust legal and he will stop. Call his supervisor and you will get every petty ticket that he can write every time he see's you. He is making a legal stop on you and giving you a break, so go ahead and complain on him for doing his job and he will show you how well he can do it. Just the way it is

Not to shit on where you live but if I were you pack it up and move from the nazi state of California. Just an option but really most cops I have a run in with are ok, and I'm not a cop person, but there are a few that I know have that I'm a big man look at my dick syndrome. Just check your laws you're going to lose performance but get it done so he can f-off.

any modifications to an exhaust system on an emissions controlled vehicle in California is illegal.

what I would do is buy some quieter mufflers, and get some electric cutouts to run outside of town.

obviously if the guy wanted to really mess with you, he would have the state highway patrol come out and inspect your car while he has you pulled over.

Well let's see...

no front plate = violation
no cats = violation
no mufflers = possible noise ordinance violation

That's three right there.

Sorry, OP. You wanted to draw attention to your car... and it's working.

He's not in compliance. No mufflers, no cats. Not lawful.

Frankly, if this guy has been on the police force for awhile, he can make your life miserable if he chose too. If you don't want to deal with the harassment, it would serve you well to tone it down.
Best advice. Though I think it is very weird that he has yet to write you a ticket.

If you are within ALL laws then you should go talk to his supervisor and try to resolve this a peacefully as possible.

when is it police harrassment?

Don't blame the officer for the attention your illegal modifications draw.

ok, sorry - I am not saying my car is legal, I understand ther are a number of things I could be ticketed for...what I am saying is there are countless officers who see it daily with no complaints...except him. yes I am being singled out, yes my cars exhaust is not legal. btw cats and FI don't like each other from what I read. I am not opposed to a set of mufflers either. but at the same time I seriously don't like or think its right that a car that is otherwise not being driven dangerously, causing attention etc is being pulled over by one single officer who appears to be laying in wait for the car. he isn't exactly doing his job when he is concerned with a car that at times is loud and in his opinion "obnoxious" , this is a city with a fairly high crime rate. I am sure there are more pressing matters than to be bothering a otherwise lawful person. hell I could even see if I was reving the guts out of it to make noise...at least that might warrant a ticket. I am not doing any such thing to cause attention.

He has given you two chances to get your car in compliance with the law. He could have written you tickets, but chose to chew you out instead. Count your blessings, get your car in compliance and he will quit bothering you and go after the Mustang next, or next time he stops you, you may get more than an ass chewing.

What the other officers choose to ignore is their problem. Just becasue one out of a dozen police officers choose to do something about a violation, that doesn't mean you have made no violation.

You already know you're in the wrong, you just don't like being called on it, and I don't blame you. But slice it any way you like, and the facts when boiled down are that you know your car is illegal.

It sucks. But it's the facts: the car is the problem, not this cop.

Caper,

You live in California, home of CARB, originators of all of the smog laws.

There are some big fines if they catch you without the cats, federal and maybe state on top of the noise violation.

They might even take the car off the road if they find no cats on it.

You are playing with fire, this cops is gunning for you. He will get you eventually.

Just sayin'.
