Like I said, a picture would be great. If it's mange, you should get it treated as soon as possible, probably right when your parents get home, or you could get her to a vet yourself. I really don't think it's life threatening or anything, just could cause her some discomfort.

Yeah...and when you've see a dog with an odd looking fluid-filled sac hanging off its leg...nothing really grosses you out anymore.
