Question...
what is the purpose of the bar under my username? how do I fill it, and what is the purpose of it? I assume that like most blogs, its built off the number of posts, as are the medals/ribbons which take the place of it. am I correct, is there an explanation to this somewhere on here that I missed?

It is just taking space for your custom user title. Go to user cp, edit details, and add custom user title.

Its a visual post count indicator. As you post more, it fills up. After its full, little 'badges' start appearing underneath, like this:
It all goes away if you have a custom user title, like I do
