Hmmm... wouldn't telling them to wear their seatbelt be a better, less embarrasing idea???

where is it legal for passengers to ride without wearing a seatbelt?

Was gonna say, its legal here in Arizona for only the driver to wear one.. They have to do it so the Mexican day laborers can ride to work in the back of pickup trucks..
