Not sure how they do it but theoretically speaking IP banned is not possible for all people. Depending on the user their ISP might set their IP address by a protocol called DHCP. With DHCP your IP isn't static so it could change as often as your lease is renewed and for most your lease is hourly.

100% right. What I heard is that they sometimes do it based off the MAC address of the computer

Even if that was true then all you have to do is get a wifi adapter and turn off your NIC card. Plain and Simple it's impossible to ban someone permanently.

The reason I say if that is true is because I was told Mac addresses don't get broadcasted to the world like a IP. Now the MAC address of the modem is a whole different ball game.

Static can be stopped without a problem. All that needs to be done is to place a script in the web server that prohibits the IP from getting accesses
