Yeah. Just kill them and take ammo or money that they drop.

Red Dead Redemption basically had the same random encounters GTA V has.

There's also a lady who pretends she needs help then leads you into an ambush. Basically if you see any random encounter pop up just be ready to pull out a weapon.

That's what I did, but thy took $500 from me and after I killed them only got back $18. Think that's kind of stupid. Same thing probably happens with the "ladies of the night"

Oh that made me mad. In GTA IV I'd always get a hooker and kill her to get my money back and then some occasionally.
