Most likely because even though it was an ugly, underpowered, shadow of its old self, it managed in a 5 model year run to sell over 1 million units.

For reference the same years of Camaro were out paced by almost 30k units. The Monza, the Mustang II's more directly aligned competitor, was outsold by some 260k+ units.
