Yes, it is both. HP and torque are related through the following equation:

HP = TQ x RPM/5250.1132... (there's a slight approximation involved)

For a given RPM, if either HP or TQ are reduced, the other must also decrease. BTW, that's why dyno charts always show the HP and TQ crossing at 5250 RPM. If they don't, then the data is somewhat questionable. It's the first thing I always look for when I see a chart...
