I agree that it's free speech. There's no difference between flashing my headlights or telling someone at the gas station around the corner that there's a speed trap.

indeed they do. motorcycle cops have the highest. law enforcement is really nothing more than revenue generation anymore.

Arizona is sort of goofy in some ideas. If it is considered "distracting", it is illegal. Hence, the ban on flashing headlights. Same with any other lighting some cop considers distracting. Surprised they haven't declared colors,or flashy paint jobs illegal. (maybe I should not give them any ideas)

Good luck proving this in court. How the hell does the cop no why you were flashing your lights? He doesn't and it cannot be proven in court.

And fortunately, there are many drivers who think they should be exempt from having to obey speed limits. This is good for the police force (increased revenues) and good for the taxpayer (as long as these self-proclaimed special exemption people keep covering the increasing costs of the force).
