Qassam? That's Iranian. At first I thought, why not test against North Korean rockets, but then LOL'd because they usually fall into the sea by themselves.

No matter how manoeuvrable the missile may be, the majority of its movement will still be forward. So if the laser can track a moving target, it can track a manoeuvring target.

However, I imagine it would be extremely difficult for a laser to burn through a highly reflective surface. Chrome plated missiles anyone?

Not so much reflective as insulated. A reflective material can still be heated quite easily.

I imagine the software is not programmed to handle super erratic behavior, though. While I'm sure it could be adjusted to account for it, it will make the tracking and focusing exponentially more difficult.

But I think, at that point, money would be better spent developing an insulated missile rather than an erratically behaving one. Besides, could you imagine how difficult it would be to "test" an erratically behaving missile?
