There are all sorts of variations to that. Its usually taught to young engineers as something like 'cost, reliability, effectiveness: pick 2'. There are very few things that I've encountered that can be all three. However, there are plenty of items that only meet one of the goals (cheap crap that doesn't work right then breaks, for example)
