good question... I do not know.. I guess the best time would be to check OPLATES.com and i usually go to the custom plate thingy and if the design is the default then they are using them.. or just call the BMV im sure they have a date set.. hopefully its when i get home so i cn change them over

COLUMBUS, Ohio - Relax, guys. The state of Ohio is phasing out those pink driver's licenses, which were not popular with some motorists, especially men.
Gov. John Kasich, who was among those who panned the pink license, on Monday unveiled a new design for both driver's licenses and license plates. (For the record, the Ohio Bureau of Motor Vehicles said the color was "salmon," not pink.)
Kasich said Ohio will be the first state to have driver's licenses and plates with a matching design, with a white background and a red, upside down triangular flap, much like the back of a letter-sized envelope, across the top.
The flap is supposed to resemble an airplane wing, borrowing from Ohio's rich aviation history, says the plate's designer, Aaron Roberts, a Columbus College of Art & Design senior from Bellefontaine.
The new license also satisfies federal requirements that states by January 2013 upgrade the security features of their licenses.
There is also an interactive component to the new plates. Embedded in the white background of the plates will be 30 to 40 phrases of up to 15 characters, each in faint gray lettering.
