Try getting a ROTC scholarship right out of high school and do whatever you have to to keep it. Having a ROTC scholarship means they have to keep you and you'll automatically be chosen to continue through the program.

There is always the Air Force Academy, but the place has really gone to shit over the last 10 years and has produced some of the worst officers and individuals I've ever met.

Having college credits can't hurt you if you enlist, sometimes you'll even start at a higher rank. So there is always the option of going to community college gaining some credits then enlisting.

Has she taken the ASVAB yet? Without scoring above or near 90, the Air Force won't want to take her.

F-in . No offense here Lt the best officers I meet along the way were prior enlisted. They knew the ropes from both sides.
