I would recommend Welsey Chapel (Where I live, and it's in Pasco County), some areas in Carrolwood (Where my dad lives) are really nice. Lutz is a really good place. There's also a bunch of rec leagues there in case your daughter wants to play sports. Land O' Lakes which is north of Lutz is good also.

I'd just watch out for some areas in Dade City. Some of them are bad. I say just steer clear of Tampa because it's not the place where you can just let your kids go out and play in the front yard.
