A bunch of questions with pictures!

So, outside my house we have those things you attach the hose to. Mine are ALL stripped. My house is fairly new too So I cannot wash my cars without wasting tons of water..... it just sprays everywhere. How do I replace them? Are they expensive? Do I need a plumber to shut the water flow off?

I also just bought a 12 dollar foam gun thingy...but I don't know how much soap to mix with water in order to get maximum foamage going on...

I have the Meguiars ultimate soap wash thing.
Also a macro photo of rain on my TL is attached!

Your faucet doesn't look stripped, maybe it just needs a new washer. There is a main water shut off somewhere in your house.

The nut behind the valve handle looks like it is ready to fall off, put a wrench or pliers on it, righty tighty.

This question is probably best suited for the Detailing section of the forum...

Do you have any specs on your $12 foam gun thingy?

On my foam gun, I usually use a ration of 2:1 (2 parts water, 1 part car wash shampoo)

The water valve is easy to replace and can be bought at any home hardware store (Lowes, Home Depot, or any mom and pop hardware store). You will need to find your water main (normally located near the road if you have city water) or the cut off valve (if you have a well and could be located near the well or in the basement) and turn the water off. Only things you'll need is a big enough wrench and some plumbers tape. I'm with Paul, it doesn't look like it needs replacing. Check the hose pipe first and make sure it was a washer before doing this.

For the gun, I use about 2 ounces of soap then fill the bottle up with water.
