The immediacy of the quote indicates that it was said during life of king George III.
The implication of fire during that struggle is clear. What was burning was bright enough to read by it. Whoops, I misread it. It doesn't say "by" it; it only says "read it". That sets me back a notch.:(

It sounds like what Benjamin Franklin might have said. The bombast implied would also suit John Hancock (remember his assertive signature) or the firebrand personality of Samuel Addams.

Okay, the use of "attending" in this manner is slightly dated and/or of non-American English usage puts this quote out of contemporary play.

Alright, here we go again with me startin' at scratch. The "evil with evil" reference indicates that this fellah is introspective, probably in the "morality business" at some level. A preacher maybe? A prophet, eh? An 'inspirational' speaker possibly? The "All concerns of men" part tells us that this guy is supremely confident in his own pronouncements. He must be a critic who has possible warnings to impart (though they do not show up in this quote).

Am I any where near the mark with any of these inferences/musings?
