so i was coming home with supper & this rice bucket CRX kept revving at a light. i couldn't help but think "hmm... i've got 50% more cylinders and 169% more displacement... aww... why not..." so i gave it a couple stabs. the guy in the lane between us just looked at me & grinned. that was the last rev the honda gave

was it a little 16yr old kid in the CRX? That would fit the stereotype at least...

It is a social commentary describing the relationship between the rich, the worker/poor, and the law/government. In this metaphor, the law (official) is describing that there standards and practices regarding the treatment of the ordinary worker (the rock) that need to be followed however inconvenient it may be for those at the top. Despite this, the rich (Tiger) is able to exploit a loophole and was able to use force to achieve what they want and the worker is powerless to resist.

Haha...now that's a stretch, but very clever! I especially liked the "ordinary worker (the rock)" part.
