Aha, since there is an implied separation of freedom by group, I'd have to say that this quote pertains to the slavery issue in the Antebellum South.
Is it one of the abolitionists? Perhaps, Frederick Douglas?

Waaaaayyyyy off base. I think the word "all" in this means "completely" - not what you're thinking, as in all or some people...
Newsman (the Edward R Murrow quote made me think of it)...

Complete freedom, hmm. Freedom to choose in all aspects of life, direct democracy, no representatives making choices for others. Those are the political tenets of anarchism. So could it be Emma Goldman or Bakunin, or Kropotkin, or Prudhomme?

Oh, it must be ol' Walter Cronkheit. That last name of his I may have misspelled, yet its literal meaning from German is "sickness", strange, ain't it?

"Segregation now, segregation in the future, segregation forever!"

Hmm, it seems someone is asleep at the keyboard. So let's try an easier one:

"Let them eat cake!"

I didn't recognize this quote from Jean-Paul Sartre because it was in translation from the original French which, if my retranslation is close enough, goes like this: "Lire un poème en janvier est aussi charmant que se promener en juin."

Here's another French one: "L'état, c'est moi." (The government, that's me.)

Hint: It was said by France's epitome of the "Divine Right Monarchy".

Okay, I see. It's too weird 'cause it's that French king Louis XIV, aka the Sun King.

Let's give it a different nationality, but keep it aristocratic.

"I am NOT amused."

No, it wasn't weird...
I had a funeral to go to yesterday, and then my laptop died, then once I got that taken care of, my DSL modem died... Just got it fixed.
And I need a hint...

I already supplied a hint, but we'll repeat it, with some additional information, too.

"I am NOT amused." It was said by a royal person, not French, who was renowned for her icy ripostes. She also made perpetual mourning the loss of a spouse into a national virtue.

Nah, it's the most obviously uptight monarch ever. This queen wore black clothes from around 1861 to her demise in 1901. She DEFINED an age of repressed feelings. Hell, Robert Louis Stevenson wrote a book called "Doctor Jekyll and Mister Hyde" about the psychological conundrum this woman foisted upon the world with her endless grieving for her "dear Albert".
