This is actually really common. There are breeds of sheep that are really good at this sort of thing, local governments bring them in to control overgrowth all the time.
It's actually a business in some areas, I believe.

I have seen goats tied up next to the road on an embankment so the owner wouldnt have to mow the hill, but I do live in NC so...........
