not on most chevy engines, some ford ones do, some dodge ones do as well. my old durango had its filter right on the side of the block at a 45* angle. my F150 has its filter horizontal

Maybe I'm not thinking right, but wouldn't a horizontal filter make less of a mess than a vertical? You'd just pull it out with an oil pan beneath and that would be it. I always get oil dripping down my arm with the vertical filters in our cars.

if you turn it very slowly. but fluid dynamics and surface tension are a PITA. some times when you go to remove it, the oil that is still inside starts to drain out... then drains down the side of the filter, then you spin it and more comes out and now what was on the bottom side of the filter is now at the top and more is coming out. I usually pop a hole in the bottom or side of the filter before removing it anyway. saves time and mess.

The ones that make the most mess for me are the ones that aren't straight up and down. With the straight up and down ones I just break it lose with the oil filter wrench thing (the circle that tightens as you turn thing - not sure the official name) and then unscrew it slowly by hand making sure it stays straight up and down. Once its off, I turn it over and dump the oil out of it into a pan.

My hyundai though has it at a slight (maybe 30*) angle. I basically have to unscrew it a bit, wait for it to drain a bit, unscrew it a bit more, wait, etc etc until its all the way off. Otherwise it makes a huge mess.

I can imagine though that a straight horizontal one would be better than an angled one - just unscrew it till it starts to drain, wait, and then take it the rest of the way off.
