Would have been enforced? I'm in CA and have driven here for 30+ years without a front plate and a front plate law is on the books.

NC tried something like this over 2 years ago. After 3 months and only sending out roughly 10% of the plates, it was stopped because they found out it was going to cost way more and take a lot longer than predicted.
