Both cases I would consider bad luck no doubt. To have it happened to the same person to a different car the odds have to be on the lottery plus scale unless the car was the same make/model/year, then I would do some digging to see if it was a "known" problem in that car.

If they were not the same make/model then the odds are easily high enough to consider it suspicious, that does not mean it was intentional or anything, but you have to wonder about 2 car fires, heck you have to wonder about even one.
