Bolded part. I agree, and I think thats why this idea of the quota exists anyways. They are expected to give tickets to show that they did work.

This...
Quotas are illegal, a supervisor cannot order you to come back with X number of tickets....
They could "reward" outstanding performers and "punish" poor performers though...
Jones, let's see, you wrote 100 tickets last month, What assignment would you like to work today?
Smith, you hardly wrote any tickets last month, you are assigned to crossing guard duty for the next week...

There is technically nothing illegal with this...
I have seen it happen

Yep, this is true...
I mean unless you had a bunch of other reports, or a big report like a homicide or something like that.
The sergeant would ask you at check-off, "What did you do all shift?"

I'm a cop and I think this is absolutely ridiculous. You seriously want to go so far as to say, "priceless?" How about, "you're a ******* making up stupid punishments before the driver even ends up in court." Sorry. But a ticket is a ticket...let the driver go and they get their day in court. If he/she is a prick, tow the car and take them to jail right then and there. But taking away someone's means of transportation for speeding is dumb. Ok...they do it three times? Sure....maybe then. But on a first offense? This is dumb. Money maker for the gov't and too much liability on storing vehicles.

BINGO!!!!!

This is exactly what I'm talking about. I dont have an issue for a penalty fitting the crime WITH DUE PROCESS. Cops are people too, yes I know thats surprising for some, and they can have a bad day just like the rest of us. Having the power to find a person guilty while standing at the side of the road is just wrong in my opinion. Ticket said person and when they get to court a JUDGE can look at the evidence and full driving record etc. and make a decision. Since when are cops allowed to find the person breaking the law, pick a penalty and then pass judgement and implementation of said judgement. Its way to much power for one person and you can be certain this is used improperly as well as effectively.

As for the quota cops have it is funny to me that people argue of the wording and how its illeagal. It's picking the fly sh!t out of the pepper folks. I know more than a few cops and in my work I get to meet quite a few police officers. Heck there are four houses on my little culdesac with cops living there and I can tell you with 100% confidence that highway patrol have a ceratain number of ticket quota/expectations/weighted average/normalcy/ area under the bell curve number or whatever you want to call it. They set their budgets with a certain number of ticket income expected and I know for a fact of chiefs being demoted or transfered for refusing to hit their target.

Quota. I have none. I'm expected to work. But...I'm not expected to pull out my ticket book on every stop. If supervisors took away an officers ability have their own discretion, SA would be FAR worse in terms of public safety vs the citizen. That is simply not how it is here.

Yes. Every city relies on an income from ticket revenue. Saying it doesn't would be kinda nuts.

But, l for one, am not expected to write x amount of tickets per day or week. Now, if I wanted to transfer to the traffic division, I would be expected to write tickets. That's what they do. They patrol the highways...work accidents and go after speeders, aggressive drivers, etc. If you don't write tickets and do your work, you're transferred out (to my knowledge).

So please. Don't assume that ALL officers are mandated or have a QUOTA that they absolutely MUST hit per month/week (or whatever). Maybe some...but not all. Cool? Cool.
