I firmly believe that if there was a way to measure the toxicity level of someone, that marijuana would be legal in the US. Since there is no way to tell if someone has smoked 1 joint or out smoked Willie Nelson they won't make it legal. Fast: After 24 hours a person's motor skills are not back to the same level pre-smoking as they were after smoking 1 joint.

To make this happen other constitutional rights such as reasonable search and seizure would be violated because there is zero chance that everyone in America would turn in all of the guns that they own. Look at Australia, after they required all guns to be turned in their gun violence actually went up.
