State troopers can use radar.. but being mainly on major highways I think pacing would probably be easier while moving than holding up the radar gun at 55mph or faster? Just my guess.. Are the radar devices actually mounted to the cruisers in detroit? I always see the troopers holding them out the windows here on the side of the highways. Sorry, if I came across as a smart-ass, lol.

they are typically mounted on the dash. They do make hand held radar units too. Most of the handhelds are probably LIDAR/laser units.
