First I would take the phone away. There are many parents out there that would not agree with that but take it away. When I ask friends of mine why they gave their kid a phone, they always reply because if they have a problem at school they can get in touch with me. When we went to school no one had cell phones and if there was an emergence a phone was always available. Second the car would be parked in the driveway unless going to school, church, or something you approved of. If my brothers and I abused our privilege of the car, that's what happened. Needless to say it did not happen much. Just saying
