Here in california, there is a survey you must complete to purchase a firearm. Ive taken this survey. It is a background check that covers alot, from DUI's to mental instability. And with this there is a two week "cool down" period after you purchase the weapon. The cool-down period is there to help stop a person from going to a gunshop so he can shoot his ex, take out his rage, etc. I agree mentally unstable people should not be allowed to own a firearm, but whats to stop a mentally unstable person from stealing one? or buying one off craigslist under the counter? I agree stiffer laws need to be in place in all states, but there are limits to what laws can do.
