So far, this is all the responsibility of the dog owner, not the fault of the dog. Yes, a Pit Bull is a very strong animal. If you're buying one because it's "cute" without any understanding of what can go wrong if you don't train and raise the animal appropriately, then nothing the dog does is the dog's fault. That's all on the owner.

I imagine most insurance companies would refuse to insure those homes, not because the owner has a pit bull, but because the owner is a moron regardless of their choice of dog breed.
