yes and no. they do have a similar underlying theses... tho technically, it would be the X-men copying Watchmen... how/why you ask?

the Civil War series (that included not just the X-men, but the entire Marvel lineup) was based off the same thing. Superhero registration. either reveal your secret identity to the govt and work for them, or become an outlaw in an ever changing world heading down the toilet. but theres more to the Civil War than that, as there is more to Watchmen than that.
