It looks like you could have a hovercar in about 2 years according to
these guys. They only need about $3,000,000 and they'll get working on a prototype, based on a Ferrari (not sure if that is included in the $3M pricetag). Though it would probably be wise to have an extra few million handy in case they underestimated their initial cost. If you can wait for someone else foot the big bill, they claim that production version will be quite a bit less.
