XPEL after 15k miles?
I should have done my paint protection right off the bat... any downsides to putting the XPEL on after 15k miles? I know that the surface has some small chips/stains etc and have heard that taking the film off can worsen these problems...

There really isn't an issue, other than the rock chips might be visible under the clear bra. However, a clear bra film can hide some of the road rash abrasion (tiny pits) that is common on highway driven vehicles.

XPEL Ultimate has a 10 year warranty, do you plan on having the car that long? If not, maybe it's nothing to worry about.
I'd talk to some installers, they should be able to offer some kind of paint correction before installing the film. If they do something to fill paint chips, I'd expect them to know how to prep the paint correctly before installing the film.
