Fallon, is a big change from Fort Worth, Texas.
It is double the size of my hometown, Denver City Texas. Fallon has around 9,000 people and even has a superwalmart. I have a lot of reasons to like the area, with the 4x4s and offroad toys... it is easy to find a place to ride--everywhere. Lake Tahoe is 90 miles away, many great snow skiing resorts, some with free lift tickets for military on off peak days.... Reno is about 65 miles from the base, and is a good size town.
I guess it really depends on what the person likes.....
I tend to see the glass as half full, but the desert is not for everyone. There is a lot of nothin but dirt and rocks in between the few towns in the area, no trees outside of town or away from the rivers.
If your Bro in law really likes outdoors activities....offroading, boating, fishing, shooting guns, snow skiing etc... I think he will like it. If someone does not....
There are the casinos and I think they even sell alcohol..... It is not like 6th street (Austin) Beale st. (Memphis) Lower Greenville(Dallas)
So, there are some of the pros and cons, I have only been here since Aug 07. Any ??? about anything specific?

All the things you mention are exactly why he wants to go there. His biggest concern is his kids, he's got three. Two of them will be school age. But he is into the outdoors and is from AZ originally so the desert would be like home. When I was there (twice) we always drove in to reno. One year we brought our dirtbikes and quads and spent our off duty time at the big sand hill. It was a good time.
