You don't need 11" wheels to take advantage of the Z28 suspension, a 10" wheel wheel be just fine for the street. There is not much difference between a 305/11 and a 285/10. Keeping the square setup and tire choice makes more of a difference. The reason GM went with the 19x11 was that it was a proven max effort for the track. They were going with a lighter wheel than the ZL1/1le platforms and since they using a different wheel might as use the biggest possible. There is a Motor trend article where they swapped wheels/tires between a 1le and a Z28. Then there is the reason GM put the 20x11 on the 1le. They wanted to remove under steer and stretching the 285 tire on the 11" helped them attain that. That carried over to the Z28 a little bit by using a 11.5" wheel. If you run a 19" wheel you will have serious fender gap issues, that's why GM put the wheel flares on the Z28. If you are only driving on the street a 20x10 set up will be the best for you as you can rotate the wheels/tires. Optimal would use 20x11 in the rear to take out some under steer.

Why I use 20x10.5 with 285/35 On the street. For autocross I use 19x10.75 and 305/30 for autocross . Though the 19s snd 3.91 gears are fun on the street
