Depends what they are into. Do they have a lot of tools already or are the lacking the basics? The Klein 11-in-1 screwdriver is a great gift at $20 and my own go-to, I keep several around the house. I think it works for those with or without a good tool selection. The magnetic version is really tight, too tight, so I'd go with the basic. If they like doing electrical work, the Milwaukee version with the ECX bits is a good alternative.
For anyone: Car emergency kit, runs around $20 and stashes in the trunk with the basics.
