As for the PC vs Console, I used to be a huge PC gamer but switched since the quality has gone down outside of RTS. The market favors consoles so that is where companies invest.
Bethesdsa said that Fallout 4 will be unconstrained on the PC, while the PS4 and Xbone will be capped at 1080p 30fps.

"Fallout 4 is 1080p & 30fps on Xbox One and PS4. Resolution and FPS are not limited in any way on the PC," director Todd Howard tweeted on Monday.

I dont see the big deal in trying to get 4000 frames per second, the monitor has a certain refresh rate with Vertical Sync on, with it off you start introducing tearing effects. Advantage consoles have is the same hardware everywhere, something you cant predict in the PC world. Some people will have the latest video cards but still running 5400 rpm drives. You also have to deal with windows in the background trying to control what you do, and a host of other programs all vying for the same resources. The government helped its programmers by switching to a Standad Desktop Configuration, all computers on the network have the same hardware, same software, and same patches.

The game looks great on the PS4, zoomed in on Catwomans face last night and it was close to photorealistic.

This is why I love being a PC gamer, the ability to advance, not being stuck with what a company decides. Any PC gamer with common sense runs 7200 drives or even better, SSD. As far a refresh rates, the human eye sees at 60fps. Which is why most games tend to set that for a goal. It's not hard to find a monitor with a 120 or even 240 refresh rate, but the unatural "smoothness" can throw some people off. Perfect example is when The Hobbit movie came out. It was filmed at 48 fps which was jarring for most moviegoers because it was not the usual 30 fps expected from movies.

I just can't wait until a smooth-performing 60fps becomes the industry standard. It's so much better and smoother than the 30fps that almost everything is filmed/created in
