Painting Wheels?

I bought a set of Rubicon wheels for my new (old) Cherokee I just bought.
They are painted, two are all scratched so I stripped them down.

Now they are down to their machined finish with groves.
What do I use to fill these? I want great adhesion, and I want smooth. Like a 2K primer or?

Also what paint and clear should I use?

etching primer for aluminum I would believe would be your best bet in filling? However primer typically is soft vs wheel paint. Thought about sanding out the grooves?
