Hmm, yours does indeed seem to be off. In those conditions mine definitely reads cold, then warm after driving for a little bit. The C7-trained sales person at my dealer says the gage will show "frozen" at the point they should not be driven. Not sure how accurate that is, as it hasn't been below freezing yet for any great length of time here.

I know the gauge probably something im never really going to use.. i know when the tires r cold.. and when they warm.. but paid for it so i would like it to work..
