I can see some benefits and I'm sure someone much smarter than me in this area could explain bigger benefits.

CA is already suing though, so we'll see what happens there. Trump claims the new US Standard is not too far off from the CA standard (no idea how true that is or what the "new" US Standard is...is it something already in effect or not) so maybe that could help his case if true.
