Yes it is and one of the major complaints that many people had when it showed up in the 2012 Camaros.

Should have heard the Corvette owners complain when the Chevy Cobalt steering wheel showed up on the C6.

Remember, Corvettes and Camaros are still Chevrolets and not Ferrari's.
What looks to us like saving a few bucks on a car, turns into saving millions corporate wide.

There is a difference between a column separating and a wheel falling off a hub.

Here the steering column failed. That is not by design. The column has to support the airbag while collapsing if the impact reaches that far in in frontal impacts. If it were designed to break in all impacts, it would be thrown at the driver in a rear impact.

If it was a collision, there should be a police report backing up the story. If not, my guesses:

As another poster surmised, there was some DIY work done in the past and it wasn't reassembled correctly.
OR
Someone was in the process of a DIY job and couldn't figure out how to put it back together and made up the back story.
