it has a lot to do with tire diameter and the bulk of the side wall. You have to factor both things in. A tire will bulge depending on its width and the wheel width.

Is this still an issue with 2021? Just ordered new wheels/tires and wondering if it's something I need to do before they come in

Considering ZL1 1LE's come with 325 rears stock, but yes doing the wiring harness tuck is a good idea. I was running 355 rears for a while and needed to tuck the harness.
