That's a lot of power for the factory to pull out of an LT1. Too much to be true IMO.

I'm gonna go way out in left field and go with with a 500+ HP version of the ATS-V twin turbo V6. Potentially lighter and shorter so it would offer better mass centralization. As it's already already used in a vehicle built on the same platform, and that variant of the twin turbo V6 is only offered in one model, it would offer the economy of scale GM has with it's other engines. Maybe a similar to play to Ford going with an Ecoboost V6 in the raptor. It would also postition the Z28 further from the 1LE trim SS and the ZL1.

That is pretty flawed logic, of course it could make more power. The engine is equipped with forged pistons and titanium connecting rods, stock. At 464 it is likely not being taxed very hard in the ATS-V, while still making more power than almost anything in it's class in basic form. The over built bottom end also leaves the engine open for making more power with an ECU re-flash and perhaps upgraded fuel system, cooling as well as potentially larger turbochargers during a mid cycle refresh and/or possible use in another application... It may very well not be the engine, but it can't be completely ruled out as of yet.
