By 2026, I doubt if there's a new vehicle I'd want to drive anyway. So unless there's retrofits, I'm not going to worry about it. Someone already flipped the kill switch on the Camaro already. Bastages.

Like anything else, if you build it, he will find a way to disable/bypass it.
Develop an AI program to inject into the car and fake it out.
