Larger dealerships have custom shops. My Cobalt had a few add-ons added in the dealer's performance design shop. Since they are authorized GMPP dealers and installers, they can easily do custom jobs. Galpin still does its customs, and the Toyota dealership I used to work at had a few custom Scions we put together.

theres a few dealers around me who go to a local audio shop and have them do some sterio mods and wheels and maybe lowering, exhaust. nothing major just bolt ons, and they charge 30% more than if you would go down the road to get it yourself.

one thing is i think a qualifier should have been said that this poll would be for people with the actual means to purchase, not oh hey would you be interested in a buying a ferrari, oh no i cant afford it....well yeah of course if you cant afford it you arent interested.

anyways as the idea has panned out more here is a lil more info.

3 trim levels

ls3 (or whatever base v8 is) 450hp(ish)
3inch exhaust
cold air intake
ECU retune
suspension package (stiffer suspension all round)

ls7 550 hp(ish)
engine swap
ecu retune
3inch exhaust
suspension

ls9 650hp(ish)
engine swap
suspension
exhaust

you would be saving a little bit of money over buying all these parts and having the work done since the dealer has a market for low mile/unused LS3's
the dealer i am talking with has the facilities and proficiancies required to do all the work.

cars will be limited in number to maybe 50-100 total

It really depends on the “Bang for the Buck” “now a days” most of the dealer options are over priced… You could do all the same mods in your garage and have a decent amount of money left over…

well i cant name prices yet but the dealer im working with has an extensive reputation for having good prices on parts, and buys crate engines by the truckload for thier mail order service, so we are getting discounts you cant get for buying an ls7 or an ls9 when they become available next year.

also being associated with the car and having the sales of the cars is enough money for the dealer as they are not marking up extra on the cost of the cars to be done

I pray to God I'll be right there next to you picking mine up as well! Unfortunately, I don't think I'll be able to afford a special edition from the factory.
