Is a Bill of Sale required in your State for Title and Registration purposes of a Salvaged vehicle? Who gave you the funds for the car? Who signed the back of the Title, when you sold the car? Did the shop employee? If so, the Bill of Sale needs to be drafted up with his name. The Bill of Sale needs to go to that party, regardless. You conducted the transaction with them, correct? Not the third party?

If the "family member" wanted your car, the "shop employee" should have put you in contact with the interested party to conduct the proper transaction. The last thing I believe is that this "shop employee" is, is a car broker.

On the surface, it sounds like he might be trying to "jump" the Title to the other party to avoid having to skirt attempting to title and pay sales tax to register a Totaled/ Salvage Title vehicle. That is illegal.

If he won't make the Bill of Sale, you do it and make it in his name. I trust you photo documented the back of the Title at time of Sale, etc., for your protection.

If you have the funds in hand, the "Buyer" has both the Title and Car in their possession, but is no longer being cooperative and a Bill of Sale is NOT REQUIRED, then tell the guy to go pound sand.

Don't get yourself caught up in the mess they created for themselves.

My way of looking at this is your connection to the car ended when he gave you the 5k

Any obligation ended right there.

Just tell him you recieved the title when you bought the car.

It sounds like he is trying to avoid taxes

if you signed the back of the title and gave it to him, then you're done. it's up to him to do whatever he wants with the car. bill of sale, if needed is between you and him.

As others said, if you signed the title, the car is no longer your concern. While they may be trying to avoid paying the taxes on your transaction, I'm thinking they've rebuilt the car and are trying to avoid a branded title. I could be wrong, but both scenarios stink. I'd stay clear.

Depends on the state. A Bill/Notice Of Sale is required in FL and it's the seller's responsibility to notify the DMV: https://www.flhsmv.gov/pdf/forms/82050.pdf Otherwise the car remains registered to the seller and the po-po might come a knocking on the seller's door if the car is used in a crime.

EDIT: A FL "Notice of sale" (same form) does not require the buyer's signature, but fills the same requirement. So if the OP is in FL, then they can simply fill in the form and turn it into their local tax collector's office. Again, in FL the purchaser may not be able to receive their updated title from the State without this document.
